2015 ATM BALLOT QUESTIONS WITH EXPLANATIONS

Question 1: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to construct a new Department of Public Works headquarters facility?

The 2015 Annual Town Meeting voted to borrow $14.1 million for the construction of a new Department of Public Works headquarters facility, to be located at 83 Wood Street. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this facility.

A YES vote would mean that the funds are approved and the expenditure will proceed.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.

Question 2: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order fund engineering designs and construction services related to making roof repairs at the Hopkins and High Schools?

The 2015 Annual Town Meeting voted to borrow $1.114 million for engineering designs and construction services related to making roof repairs at the Hopkins and High Schools. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this work.

A YES vote would mean that the funds are approved and the expenditure will proceed.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.

Question 3: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to acquire a fee interest in a parcel of land located at 135 Hayden Rowe Street and shown as parcel U23-28-0 on the Assessors Map?

The 2015 Annual Town Meeting voted to borrow $1.8 million for the purchase of property, consisting of approximately 28.699 acres of land, located at 135 Hayden Rowe Street (commonly known as the Irvine parcel) and shown as parcel U23-28-0 on the Assessors Map, for general municipal purposes. The Elementary School Building Committee has designated this property as its preferred location for a new PK-1 school. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this purchase.

A YES vote would mean that the funds are approved and the expenditure will proceed.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.

Question 4: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to acquire a fee interest in a parcel of land located at 147 Hayden Rowe Street and shown as parcels U23-32-0, U23-33-0 and U23-35-A on the Assessors Map?

The 2015 Annual Town Meeting voted to borrow $1.5 million for the purchase of property, consisting of approximately 23.806 acres of land, located at 147 Hayden Rowe Street (Commonly known as the Todaro parcel) and shown as parcels U23-32-0, U23-33-0 and U23-35-A on the Assessors Map, said land to be used for general municipal purposes. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this purchase.

A YES vote would mean that the funds are approved and the expenditure will proceed.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.

Question 5: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to acquire a fee interest in a portion of the parcel of land located at 15 Claflin Avenue and shown as parcel U16-14-0 on the Assessors Map?

The 2015 Annual Town Meeting voted to borrow $259,900 for the purchase of a portion of the parcel of land, consisting of approximately 2.5 acres, located at 15 Claflin Avenue and shown as Parcel B on a plan entitled “Compiled Plan of Land, Hopkinton MA,” prepared for Raymond Davis by J.D. Marquedant & Associates, Inc. (dated May 4, 2015), to be used for cemetery purposes. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this purchase.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.

Question 6: Shall the Town of Hopkinton be allowed to exempt from the provisions of proposition two and one-half, so-called, the amounts required to pay for the bond issued in order to acquire a fee interest in a portion of the parcel of land located at 102 Fruit Street and shown as parcel R6-5-0 on the Assessors Map as shown on a plan?

The 2015 Annual Town Meeting voted to borrow $2.5 million for the purchase of a portion of the parcel of land, consisting of approximately 32.68 acres, located at 102 Fruit Street (commonly known as Pratt Farm) and shown as Lot 1 on a Plan of Land entitled “Plan of Land in Hopkinton, Mass (Middlesex County),” prepared by Metrowest Engineering, Inc., 75 Franklin Street, Framingham, MA 01702 (dated May 4, 2015), to be used for recreational purposes, water supply and access by the Town to adjacent properties owned by the Town. This borrowing was made contingent on the passage of a debt exclusion under Proposition 2 1/2, authorizing a temporary increase in the Town’s levy limit to cover the cost of borrowing for this purchase.

A YES vote would mean that the funds are approved and the expenditure will proceed.

A NO vote would mean that the funds are disapproved and the expenditure cannot proceed without a future ballot vote within 90 days.
