Attached is a short release and the regions traffic peer review of Foxwoods and the Town of Milford's traffic studies. However, our study goes further than the proponent, by using MassDOT data. The Coalition also did an analysis of the stress points from the estimated 7 million annual new trips that are proposed by Foxwoods that will enter and exit onto Interstate 495 on various intersections, including the MassPike, Route 9, I-290, I-95 and a series of local roads North and South of 495. The results are interesting.

Elizabeth R. "Betty" Donovan, 90, died Tuesday, November 5, 2013. She was the beloved wife of Roy E. Donovan, to whom she was married for 67 years. She lived a life of great love and courage. After suffering a stroke four years ago, she celebrated each day and continued to participate and enjoy every family occasion. Born in Hopkinton, she was the daughter of the late William and Theresa (Welch) McBride. She was the sister of the late William McBride and the late Theresa M. Shea.

Tomorrow (Thursday, November 7th, 2013) at 1 pm at the Crystal Room in Milford, 49 Cedar St., the Massachusetts Environmental Policy Act Agency will be conducting a public hearing related to the environmental impacts of the Foxwoods casino development project. The Hopkinton Education Foundation today announced key dates in its 2013-2014 calendar of grant-making and fundraising events, and named the winner of its 'Back-to-School' iPad drawing.

The Education Foundation, which provides grants to Hopkinton educators for innovative projects not typically funded by the school budget, will this year begin accepting grant applications from teachers in early January, with an application deadline of March 17, 2014. Grants for the 2014-2015 school year will be announced in May of 2014.

The Hopkinton Public Library Foundation, Inc. has announced that Vintage Books is donating half the sales from their Empty the Bookstore sale to the new library renovation/expansion in Hopkinton!

Please be advised that West Elm Street will be closed to through traffic from West Main Street to Priscilla Road on Thursday and Friday of this week, November 7th and 8th, for necessary infrastructure improvements. The road will be closed from 9:00 am through 3:00 pm. Please seek alternate routes. We apologize for any inconvenience.

The Planning Board gave its final comments on the proposed Hopkinton Mews development, a development with some affordable housing on the corner of Lumber Street and West Main Street, during its November 4 meeting. All comments made by the town will be gathered by the Board of Selectmen and sent to MassHousing. MassHousing will then make recommendations to the Board of Appeals when an application is filed with the Board.

Please be advised Governor Deval L. Patrick has ordered the United States flag and the Commonwealth flag be lowered to half-staff at all state buildings from sunrise until sunset on Thursday, November 7, 2013 in honor of SSgt Brett Carnathan of Rockland who died on October 27, 2013.

This gubernatorial order applies to:

1. The main or administration building of each public institution of the Commonwealth, e.g. town and city halls
2. Other state-owned or state-controlled buildings
3. All state military installations

The Hopkinton School Committee is beginning the process of developing a new 5-year Strategic Plan to guide the work of the district. The School Committee is seeking input from across the community to use as the foundation for targeted goals and outcomes. To gather information from the community, Dr. MacLeod will facilitate the following series of Focus Groups with staff, students, administrators, parents, community members, and local business owners. A community wide survey will also be conducted during the month of November.

Ruth E. (Berry) Phipps, 92, died peacefully at her home on November 1, 2013. She was the beloved wife of the late Paul M. Phipps, who died in December 2012. They were married for 69 years.
